In 2013 the Russian Government adopted the state program “Fisheries Industry development”. According to the analysis, conducted by the Ministry of Agriculture of the Russian Federation, Russia has significant potential of water bio resources, which is a competitive advantage in terms of global economy. In the future, domestic fishing industry has good opportunities for sustainable growth, which is proved by the presence of potential in resources, production, personnel, research, market and also social point.
Strategic target stated in the program is the transition from export of raw materials type to an innovation type on the basis of saving, reproduction, rational use of water bio resources, applying new technologies, ensuring goods and service competitiveness of the Russian fisheries complex.
As the result of new strategy implementation would be the increase in water bio resources production up to 6 156 tons by 2020, the production of fish and fish products, processed and canned, would increase by 34.3%, compared to the level of 2011, and sum up to 5 255 tons, and per capita consumption of fish and fish products would be 28 kg by the year 2020. At the same time the share of the domestic fish production in the inner market would be 85% by 2020, the level of labour productivity would increase by 70% compared to the level of 2011.
The financing of the program is more than 90 bln rub. In terms of the program the Ministry of Agriculture of Russian Federation plans to establish fish techno parks in Russia.
Belgorod region is an active participant of the agricultural development program. In 2013 was adopted the regional program “The Development of valuable fish species and other aquatic organisms in Belgorod region for 2013-2015 and for the period up to 2020”. Program funding is more than 2 bln rub.
The region takes the 22 place in Russia and the 1st place in Central Federal Region for the production of fresh and chilled fish. Numerous ponds are widely used for fish growth and production. Average per capita consumption of fish – 13 kg per year, 3.1-3.5 kg of which are local production.
There are fish farms in the region which grow up mirror carp, silver carp, grass carp and bester. They master the production of valuable fish species (trout, sturgeon), work on the reproduction of fish species listed in the Red Book of the region (tench, ide).
For 11 months of the year 2013 the region produced about 5.5 thousand tons of aquaculture products.
Belgorod region Government approved the project “Construction of a plant for the production of mixed fish feed for valuable fish species”, and it is planned to be completed by the end of 2014.
The region plans to start the construction of new production technologies based on the use of RAS by 2014-2015.
